Sikkim’s Final Electoral Roll Sees 3.42% Decline After SIR; Over 54,000 Names Excluded

GANGTOK, SEPT 6: Sikkim’s electorate has declined by 14,827 voters, or 3.42 per cent, following the completion of the Special Intensive Revision (SIR) of electoral rolls, with more than 54,000 electors excluded from the state’s Final Electoral Roll 2026.

According to figures released by the chief Electoral Office, Sikkim’s final electoral roll, published on September 6, contains 4,18,467 electors. The electorate comprises 2,12,534 male voters, 2,05,931 female voters and two third-gender electors.

The revision has resulted in a significant reduction from the previous Draft Electoral Roll, reflecting an extensive exercise to verify the status and eligibility of electors across the state.

Of the 54,209 electors excluded, as many as 37,724 fell under the ASDD categories—Absentee, Shifted, Dead and Duplicate. This included electors who did not submit their Enumeration Forms to the respective Booth Level Officers during the revision exercise.

Within the ASDD category, 10,837 electors were identified as deceased, while 14,603 were found to have permanently shifted from their registered addresses. Another 8,648 electors were categorised as absent or untraceable, while 2,396 were identified as already enrolled elsewhere or as duplicate entries. A further 1,253 cases fell under other miscellaneous categories.

The revision process also saw substantial participation during the Claims and Objections period from July 5 to August 4. The Election Commission received 16,867 objections through Form 7, which is used to seek deletion of names from electoral rolls. During the same period, 2,052 claims for new inclusion were submitted through Form 6, while 1,549 applications for correction or shifting of electoral details were filed through Form 8.

Following verification of claims and cases involving unmapped or discrepant electors, authorities deleted a further 16,809 entries Of these, 16,485 were removed on grounds of ineligibility, while 324 were deleted due to death or shifting. At the same time, 1,982 new electors were added to the rolls.

For Sikkim, where electoral participation and voter rolls form an important component of the state’s small but politically significant electorate, the revision represents a substantial exercise in cleaning and updating the electoral database.

The final figures indicate that the state now has 14,827 fewer electors than in the Draft Electoral Roll, bringing the total electorate below the 4.2-lakh mark.

The 3.42 per cent contraction is largely attributed to the removal of deceased, permanently shifted, duplicate, untraceable and otherwise ineligible entries, as well as the outcome of verification undertaken during the claims and objections process.

With the publication of the Final Electoral Roll, the Election Commission has completed the current SIR exercise in Sikkim, providing an updated electoral base ahead of future elections and electoral processes in the state.
